Thinking bout making a bird warterer out of pvc, which is better the water cups or the nipples for a project like this?

Simply put,,, Water cups, and vertical nipples will freeze up in freezing cold. Horizontal nipples will hold up much better in cold, but the water needs to be heated. Those are most commonly installed on plastic containers, and water heated with a heater during winter.
