She is happy, eating well but still has not laid for maybe 8-9 days now. she would normally lay almost every day..

Another thing the DE does not seem to be working on the lice? I've dusted her up 4 times in the last 7 days or so and the little things are still zooming around...

You can get a spray for birds for lice at a pet store ... In addition to that you might also want to consider ivomec Eprinex as it is quite helpful for many (not all) external pests in addition to worming the bird:
