Were you meaning a website, like to sell things and such? or a webpage, like here on the forum?
For a website, I know that Yahoo has a pretty easy website builder to use. Others here use a different one, sorry can't think of the name right now, I'm sure they'll let you know.
If it's a webpage on the forum you want, click on the 'my page' at the top of your screen (white letters, blue background), you'll see something there about edit webpage, click that and then see the left side of your screen for more instructions. Others here are way better at it than I am I'm sure, since I just started, but also look in the forum announcement section, I think there's something there too. Correction: Instructions for the webpage are under the Frequently Asked Questions category.
Trying to PM you about it on messenger too. My yahoo messenger: a_sgts_heart_n_soul

My Professional we site is a bit expensive and takes a lot of html & web design knowledge.

My picturetrail. IS $20 a year and easy to set up.
You get a Photo albums page and a Home Page to list your content/information.
They have a free version if you don't mind them putting an add at the top of your page.
