Weird bump on tail

I’m not sure what’s going on here. I’m thinking infected feather stub? This is right above her tail. It looks wet because I sprayed it with vetericyn. This is a one year old RIR. No sign of pain or anything. Any help is appreciated.

It does look like a follicle cyst of some sort. These can be lanced by someone who knows what they are doing, but unless the entire cyst sac is removed—it will keep coming back.
