Weird foam in garden

It is a type of fungus (mushroom relative). If you break it open and the spores are released you will have more growing. Potentially LOTS more. Not sure if is toxic, and if so, how toxic.
I had one in my yard that got hit by the mower. Now I have 100's of them.
 
Is this only occurring on the wood chips?

If so, I would take a look at that mold website link provided. It states that the fungi feed on wood chips.

Just thought it was interesting. I'm voting it is a mold or fungi of some kind.

Don't worry about it, it's one of the slime molds. It'll go away once whatever organic matter its eating is gone. It won't harm the chickens, it's actually a good thing, Mother Nature's digestion system. Leave it be

To me it sure looks like the early to mid stages of the formation of a fruiting body of a slime mold. Google "acellular slime mold" or ""myxomycete" for more information. Generally they are harmless and while I don't know for certain I would not personally worry about *my* chickens being around it or pecking at it.
