weird growth on Indian runner chick

Hello there I wonder if anyone could help me we have a baby chick that was saved and is now kept inside full time and today we discovered this strange growth and wondered if anyone could tell us what it is or if it anything to worry about. Thank you

Is that right at the base of his tail? I can't tell for sure in the picture. If so, that's his oil gland.
