That is the oil gland.

Yup, that's the oil gland, preen gland, or more technically the uropygial gland, a perfectly normal part of a chicken, or rather any bird. You'll find one in the exact same spot on all of your birds. If you observe them while preening, you'll see them occasionally reach back and rub on that gland before spreading the oil from it across their feathers to condition them. I don't see any swelling or redness in those pictures and it looks normal to me, so I'd leave it alone unless you've observed something with her that makes you suspect that there's an issue with it.

Looks like the oil gland might be impacted. I would try to gently express it and, if that doesn't work, warm the area with a hand warmer insert and see if it loosens it up.
I agree it looks like it might be impacted.
The area can be a little sensitive, but it should not upset the bird or be painful.
The yellow crud looks like it clogging the gland. Warm compresses can often help loosen up debris so you can remove the clog.

Normally on the oil gland, you should be able to just gently press the tip and a thin layer of oil will rub off on your finger. Chickens wipe or press the gland and wick the oil onto their beak, then rub it into their feathers while preening. The oil helps keep feathers in good condition.
