Weird Roo Behavior

Okay...My mille fleur d uccle roo lost his 2 hens to dogs...So I brought him inside...He's always been really friendly, and LOVES to be carried around.
Anyway, here I am, sitting at my computer. He likes sitting on my shoulder. Well all of the sudden he's nuzzling my ear with his comb...WHY?

I keep putting him down but he jumps back up and falls asleep...Is he spoiled?!
