Sour, my beagle keeps breaking off his dewclaws. The last time, they broke off about two weeks apart. He just broke one again. Since they grew back, I have kept after them. They are not getting too long. I am never around when it happens, but ironically, my housemate is.

Front or rear? If front, he may be scratching at something, and if rear, they may be catching on something. If it really becomes a problem, I would have them removed.
