So you are actually seeing feather pecking. It is not unusual for them to grab and eat a loose feather floating around, that's fairly normal with my flock. It's when they start removing feathers to eat them that it can be a problem. I've only seen that once. I isolated the chicken being plucked for a couple of days. That stopped the problem. Hopefully your solution will be as easy, it isn't always.
