1 barred rock isnt looking too good. Acting very lethargic and just laying down. She drinks but wont eat. any suggestions?

Do you have them on plain water or do you have something in it?

First you need to isolate the chick, if you haven't already. Keep it warm with a heat lamp. I would make sure you have vitamins and electolytes in the water too. The electrolytes are to help prevent dehydration which can be deadly to the chick. I've heard of putting a little bit of sugar in the water of freshly shipped chicks for a day too.
