Wet Feather on a chicken?

I have some white cochins. I noticed next week that one of them looked like she had a wet head. It resembled "wet feather" on ducks. I thought maybe she just got her head wet in the rain or from their water, but it is still that way. I have not noticed anyone pecking at her. There has not been a noticible difference in eating or egg laying. You can see the red flesh of on the back of her head and neck. I cannot tell if she has lost feathers there, or if the feathers are just clumped together, giving it that "wet" look. Anyone know what this might be? Thanks!
 
you can see the red flesh but no blood? Do white cochins have red flesh? I don't know but sounds like someone might be pecking. Theres a sticky at the top of emergency and diseases that you could fill out that would help alot.
