What age is?

Depends upon the breed. Production breeds will lay at 5-6 months but continue to grow. Cochins are known to grow/mature slowly.

so when they lay or cock-a-doodle doo is when they are considered "full grown" ???

A female is "sexually mature" when she lays. A male can crow at nearly any age, so maturity is when he starts to successfully mate the hens (or making reasonable attempts).

My hens have filled out since they started laying, so they weren't fully grown at egg #1.
