What age = Rooster Crow?

My Egyptian Fayoumi Roo crowed at 3 weeks! But they are known for that. the rest of my roosters just started when they were ready.
 
I had purchased a beautiful "Americana" bird that the owner said she-he might be a rooster. The bird looked like a rooster, but it was said to be around 8 months old, so I thought if it hasn't crowed yet...I have had her-him for over a month and not a peep (crow) until today! All of a sudden I heard a bit of a crow-like sound about mid-morning. I thought roos crowed early in life (and in early am), but not when they turn 9months! I am disappointed, but he is beautiful. Now I need a female version for the blue/green eggs...rats!
 
my Bantam Black Cochin started 'trying' to crow at 12 weeks.

I had one beat my other early boys.
Easter Egger at 4 weeks in the brooder still in the bathroom.
When I moved him outside at 9 weeks he stopped when he was around others crowing. Haven't heard him since.
 
I want one of them non-crowing roosters! I'd love to have a rooster but live in the city where we are permitted to have hens only. However I figure who would complain about a rooster that didn't crow? I have two 15 week old BO's that I think are roosters but neither has crowed yet.
