So you are unable to offer them any access to an outdoor space with natural substrate? You can overcome this with various things, but understanding more about your enclosure will help. Is the space the birds are in entirely indoors (like inside a garage)? How much room is available to the birds? You can create some "outdoors inside" that would give them a more natural environment. One of the first htings I would suggest is a dust bathing area - simple as a tub with appropriate contents (people use wood ash, sand, dirt, etc) in a corner of their space.
