It definitely looks like a welsummer. My girl had the same chipmunk marking. She also didn't have much of a comb to speak of until later.

My welsummer combs don't really start growing till 4 weeks she does look like one

We got this little lady 5 weeks ago so I'm keep an eye on her comb and see. I looked up welsummer chickens and they are beautiful!
