What are these dumped chickens?

Someone dumped two chickens, one hen and one rooster I thought. The one I think is a hen stands and walks and looks and acts like a hen, but was crowinh wierd crows, and the rooster wasn't crowing at all.
I'm working on catching them and will give them a good home. I just would like some help figuring out what they are. If this is a hen, or an odd rooster. They act like a rooster/hen. "She" stays behind him, comes when he calls for food, he stands guard over her while she dusts and scratches, etc. I'm so confused.

They are definitely both cockerels.:(
 
I have had a rooster that looked like hen- he was a Copper Maran Polish cross. Another chick from that batch looked and acted like a rooster but when I got rid of him, the one I thought was a hen started crowing. I already had a boss chicken and I know some hens will try to crow but this guy was definitely a rooster. Looks like your "hen" has saddle feathers as well which is another good indication she is a he

When I first saw them I thought "two roosters" but I've spent hours sitting with them feeding g them and watching them and it's just so odd. He doesn't act or carry himself like a qrooster and his comb and wattles are different. So I was hoping one was a hen, as I already have 9 roosters. But I will build these guys their own home/enclosure and get them hens if I need too so they are happy.

That's because he is a mixed breed who does not have a single comb. I recommend having them in a bachelor pad. 9 roosters need a LOT of hens.
