What breed am I? Or what combination of breeds? His rooster status is not in question.

Looks like someone crossed a frizzle x Silkie then either F1 x F1 or back to the Silkie again, either way, that isn't purebred nor from good quality Silkie stock.

Not meaning to come down on him, just sayin' , red comb and all, . . .

I'd suggest a Silkie cross. If it was a pure Silkie, it would have blackish skin instead of the red on your rooster. Did you get him from a hatchery? If so, that would probably explain it: hatcheries will sometimes sell mutts instead of the real deal.
