What breed (and maybe gender) is this?

Looks like a barred Rock henie to me! The waddles are extremely long, and the comb is significantly larger than what I have experienced with the BR hens, and your bird has a very masculine look. However, the body and feathering take on the characteristics of a hen, not sure if I am seeing anything going on with the saddle feathers myself, bird just looks like its feathers have been ruffled. Just think, if you have a henie, you get two for the price of one, a bird that lays eggs and crows!

She looks like one of my BR ladies. They are 12 weeks old and are still developing, but look about like your photo. I don't have a roo to compare at this age, but I vote female. Just a bit rangy, though...

Ok these are pic of mine I know one is a roo he tries very hard to crow the rest havent crowed or at least I havent caught them yet one I know pullet the rest? Im thinking roo they are 9 weeks old when do they get the longer saddle feathers? Im thinking too young yet

She's a mature hen, and she is laying at the present time. Pale legs may be due to the fact that she is laying- barred rock?
 
Here is a pic of one of my cuckoo marans. She is about 5 months old (not laying yet). She does have feathered legs but not all cuckoo marans do. I added the pic just for comparison. Barred Rocks generally have yellow legs. Also, notice the comb. It's not near as defined as yours. That's the only thing that makes me think Barred Rock. Maybe it's a barred rock/maran mix?.?.?
