They look like game mixes to me. Probably on the teenage/younger side...which is maybe why they were "dumped" if indeed they were intentionally released.

there is a flock of around 12 that just appeared one morning most are very skitish and hard to catch.

I don't know much about breeds, but it seems to be an Americana. They are not rare.

Not an Ameraucana - but rather an EE - true Ameraucana are rather rare in the sense that the majority of birds passed around in today's market as such are actually EE.
