I believe you were correct:

Blue one: pea
Buff one: Rose

They look like Orp mixes in my opinion.

What kind of comb do they have? I can’t tell, all I can see is they’re not single.

Grey has a pea, brown has a rose.

With a rose comb, I'd say the one is a Wyandotte mix. The second one I'm not sure. I don't see Cochin.

Did you raise these birds? Is it possible that the blue bird had a single comb that was damaged by frostbite?

No I got them as grown birds from a hoarding situation. So that could be a possibility.
