What breed/ how to tell gender?

I got this chick as part of a school project and I want to know if I can keep it in town and city ordinance says I can only keep if it is a hen

You'll have to wait till it's older to know gender. Most likely around 4-5 weeks old. Around that time it'll be easier to guess breed too
