What breed is my 1-2 year old bantam rooster (video)

I bought this rooster off craigslist, Im wondering if someone could help me with the breed. HES TINY! when he crows he sounds like a squeak toy

He looks like a serama the way he carries that tail up against his back, he even sounds like my serama boys! He's a cutie

when I got him he was in rough shape, he has scaly leg mites, looks like they cut the tips of his tail feathers, and it looks like the farm, he use to be at he would get in fights because his comb was a big black scab, were blood dried up. Though im treating him with vics and cooking oil for his legs.
