What breed is my wild caught rooster?

Sicilian Buttercup, I think.

I'm gonna say hard no. There isn't anything remotely Buttercup like to that comb that I see.

It looks like some type of American Game with a pea comb with some major faults.

"Y do u need that? My neighbor owned them and they have been wild for three years he bought them."

Obviously so people can know what breeds are readily available, as chickens running loose in Hawaii, Peru, South Africa, Sweden, and even the Southern vs. Northern United States vary.

If you lived in the Phillipines, South Africa, UK, US, Caribbean, etc., it would help us narrow down possible breeds.
And, how the birds managed to survive in the wild 3 years without being eaten by a predator. That would require knowing one's location.
The phrase 'over there' tells nothing.
Does your neighbor want the rooster back?
