What breed is this chicken?!

Hey! This is just curiosity since this chicken isnt mine but I visited a small village and I saw this chicken; i was so mesmerized by her LEGS :O what is that loop in the back??

Those are his spurs and they needed trimmed a long time ago. poor fella.
