Her flock mates would have done it. I have a few hens who have plucked my feather footed birds. I'd assume it does hurt, but just like when the beard (or any other feathers for that matter) are plucked by flock mates, the hen doesn't typically defend herself enough to stop it from happening, especially when she's lower in the pecking order.

Oh, that makes sense. It was funny, because my first thought was dark Brahma but then I saw the featherless legs (or so I thought)
