What breed is this rooster?

My sister has a mystery rooster. We got him a Atwood’s. He is about 6-7 months old. He is pure. Thanks for the help!

Hard to sell 100% from the photo, a close-up would be helpful. But it looks like a pea comb.

I'm not sure he's a Buckeye. He didn't look like this as a chick.

He looked more like this, not just like this but very similar.

He does seem to be a buckeye but as u say he didn’t look like one as a chick I will start to look into breeds he might be instead

I don't have a pic of him as a baby he looked kind of like my Cornish hen chick. If this is helpful, the ben said Partrige and some other breeds.
