He's supposed to be a Belt Hatchery Salmon Faverolles, and he was supposed to be female! He has feather feet and five toes on one foot.

He's definitely a mixed breed. 100% no doubt. Hoovers is a very popular hatchery that carries tons of mixed breeds. I'm sure they've labeled the mixed breed with a name. I'll go take a look as well.
