what breed is this (very beautiful rooster)???

Phoenix and Onagadori are very, very similar, so it's not surprising some are saying "Phoenix," and some are saying "Onagadori."

The hatcheries often use that drawing the OP is asking about to advertise "Phoenix" in their catalogs, but Phoenix and Onagadori are very different. Phoenix roos will have long tail feathers, but they will only grow about 3-4 feet at the most and stop growing.

Here is a picture of my Silver Phoenix rooster, Antonio, and me a few years ago (I don't have him anymore):

The Onagadori can have sickle feathers like the ones in the pictures and in the drawing the OP is asking about (~15 feet or more). They must be raised on special perches so that their feathers are not damaged. Onagadori are not readily available in the United States. *L*A*G*, you probably had a Silver Phoenix roo like mine.

(One thing I like about the word "Onagadori" is that it means "honorable fowl" in Japanese...

It says in Story's Illustrated Guide To Poultry Breeds "The Phonex was developed in the late 1800s in Germany by crossing these Japanese longtailed birds, called Onagadori, with game birds." later it says this: "Some breeders refer to there birds as Onagadori, but unless the birds have tails that that have not molted out in three years and exceed 6 feet [1.8m] in length, the reference is probably incorrect."
