Probably a Millie Fleur Belgian Bearded D'Uccle.
x2 on Mille Fluer/D'uccle, possibly a Sebright though.
Sebrights are laced and don't have muffs or feathered shanks.
She hasn't gone through her first molt that could be it
Looks like a hatchery-quality (or just young and not in her adult plumage yet) Mille Fleur Belgian Bearded D'Uccle.
