What breed is this?

In all honesty, it depends on the strain. Some hatcheries go for size, whereas some go for egg production. She should be bigger than she is right now, but like you said Jersey Giants are a very slow-growing breed, and she might get bigger than she is right now.
 
I have a hatchery JG that looks just like that, and her eggs are EXACTLY that shade. and she has faint yelllow on her feet, not bright yellow. She is so friendly and sweet! She started laying before all the other birds that were bought at the same time as chicks.
Edit to add: I call her my Black Jersey Midget because she is barely bigger than my marans hens.

Hatchery jersey giants and australorps can't be judged by color of the bottoms of their feet. No one seems to pay attention to this fact...

The only way you'll know the difference is if she eventually grows to giant proportions.

Look at australorps or JG's on feathersite, it says this, and I've read it other places as well. Read the text under the first picture.
