Spurs on those kinds of chickens can be much slower to grow out than in other kinds of chickens.

Bird in first picture looks very young still, less than one year old- no surprise he has no spurs. The one in newer pic looks a little older but still young.

How old is he?

Not even 1 year old yet.. Roughly 9 months I'm guessing?

He looks pretty young still. Spurs don't usually begin to develop until about 6 months.

I'm not sure how old he is I'm guessing around 9 months?

I don't know about the breed, but I think he is defanaty a roo. Sorry I couldn't help with the breed.
