Someone just posted this photo on an Australian Poultry Forum but they were not sure if it's an actual breed.

They look like show girls with frizzled feathers

Yup, frizzled show girls.

Looks like Frizzled something x Silkie to me.

Showgirls are silkie-feathered naked necked dark skinned chickens, these look like someone did the same thing but replaced the silkie-feathered route instead with frizzle feathered.

Look like sizzled showgirls--silkie traits except for plumage, which is not silkied and IS frizzled.

If they were yellow they would look like Big Bird with a bare neck.
