In order to tell the breed of a bird, it's best to get a side view. Not a lot of breed characteristics in the tail.

Things I look at to determine breed:

Head (comb, crest, muffs, beard, color)
Body (shape, variety, feather type)
Feet and legs (feathered, color, number of toes)

Possible parentage or egg color is helpful as well.

Whatever he is, he looks pretty from this angle!
