He looks like a brown leghorn rooster to me. Welsummers don't typically have white earlobes.

I'd go with the Brown Leghorn as @mymilliefleur said. I was thinking Campine, but they are striped. He is beautiful!

Actually, the birds in my avatar are Light Brown Dutch Bantams, not Leghorns. The two breeds are very similar, though.
