What breed lays the bluest egg?

There are hatchery hybrids like Whiting True Blue or Whiting Creole or whatever the hatchery calls their Easter Eggers/etc. Most hatcheries have their own proprietary blue egg layer. As for actual breeds, there's Cream Legbars, which you know, and true Ameraucaunas and Aracaunas (if it's spelled "Americana", it's a Easter Egger). Carrying two copies of the blue egg gene gives them those lovely blue eggs, but the blue-ness depends on the individual past that and may change in hue from egg to egg or over the course of a bird's life.
 
Might depend on your definition of "bluest"

In the states, generally you're looking for
- Araucana
- Ameraucana
- Legbar

Ideally, you'll need a bird that has 2 copies of the blue egg gene, and no "brown egg" gene (blue + brown = green egg)

Then various birds might tend to add a coat on top of the egg.
One of my pullets lays a shiny/glossy egg
Some lay matte eggs
A couple have a white cast (makes brown/tan eggs almost look pink or purple, and can make it look matte)

I think the glossy coat makes the eggs look more vibrant, so it might make a blue egg look more blue?
