What breed of chicken is this?

I bought 7 chickens in March one was sold as a brown leghorn. She is very pretty but still has no comb or waddle yet. She is bigger than the other girls. Here is a picture of her. Any one know what she is is?

Is it strange that she doesn't have her comb or waddle yet? She is almost 6 months old. All the others that I got the same day have theirs.
