Need a picture of the breast area. I think it might be a black breasted red Phoenix pullet, depending on age.

With pointed saddle feathers coming in? Even if you ignored the fact that Phoenix are sexually dimorphic as males and females have gender-specific feathering that's not a pullet. It looks to be a Gamefowl Cockerel to me. @centrarchid works with Games and could probably say for certain.
