Going by the amount of feathers it has you should be able to tell. The girls will have a quack or something that sounds like one, the boys will have a high pitch whistle that will turn raspy.

Poor frazzled looking thing. I think you need to keep him out of the water until he gets some feathers and gets his oil gland working. he looks very water-logged.
