What breed please? They are bantam and roosters

Or it could be a White Faced Black Spanish bantam. Last time I looked, one of the big hatcheries was offering them. I haven't seen Black Minorca bantams listed anywhere recently, but that may say more about me than about what kinds of chickens are available
The only big hatchery I'm aware of that breeds buff Sebrights is Ideal, and they also have Minorcas. They're standard sized but I believe they are a light breed in general. Time will tell.

I bought those when I didn't know what a bantam was.

Please what breed are they
1. Buff-Laced Sebright
2. Black Minorca or White-Faced Black Spanish (if your chicken is either of these, it is a poor-quality version of it, which is very common at Tractor Supply)
3. Barred Rock (that is too lightly barred)
4. White Cochin (which can be used for meat but they have none of the problems Cornish Cross do, they can live totally normal lives with nothing wrong with them and are mainly used for pets)

Popcorn is my big fluffy ball lol. He was in a bin with other white chickens. The lady told me that him and cupcake are meatbird. But we both think cochin right. Should I worry at all?
As stated above, you have no worries with Cochins. They do not have any health issues and do not need butchering. They are mainly used for ornamental pets.

How abt this one? Is she a chicken? No joking, but she's so tiny. Her name is Bitsy.
Yes . . . she is a chicken, chickens can be as tiny as six inches tall . . . and she looks like a mix of some Old English Game Bantams or something like that.

Privett hatchery's website is messed up right now, but I was able to get to a .pdf of their price sheet. They list both Buff Sebrights and White Faced Black Spanish bantams, so that is one hatchery that offers both.

If Ideal's site is correct about the body weight of Minorcas, they are just as heavy as Barred Rocks, so not exactly a light breed. They have the slender light-breed shape, but not the small size.

Ideal does have Black Old English Game Bantams, but the ones in their photos have red earlobes (rather than the obvious white earlobes of the bird in the first post), so probably not the right breed.

Do bantam lay eggs? Will cupcake lay? If so what color eggs?
Yes, all chickens lay eggs, as long as they are female. Bantams do not just appear out of nowhere, all chickens are hatched from eggs. Since bantam is a size class and not a breed, the egg color of bantams is extremely varied. Is Cupcake one of the Cochins? If so, Cupcake will lay brown eggs if she has the correct gene.
