Looks like a Polish x Wyandotte to me and the saddle feathers being partially hidden by the camera angle makes it seem that it is a pullet although the hackle feathers suggest rooster. Just a guess on my part.

Look for the development of saddle feather between the wing feathers and the tail feathers. They go down the sides of the back. And they should be visible at 18wks. If it is a rooster he should be crowing or real soon. I would think it is a pullet.

The color pattern is pretty common for hens and will give a pointed hackle feather appearance due to the pencilling on the feathers. If you look at the very ends of the hackle feathers, they will be rounded. You have a lovely pullet there.
