He might be a black tailed Japanese bantam rooster but not entirely sure
He’s very handsome you are quite lucky to have him

I doubt it’s that because that breed has a gold neck and white tail

D'uccle cross. He looks like he has some brahma bantam in him as well.

Yes, they do. But if it's like a bad quality hatchery bird, it could be. He's probably a mix, but he does have black streaking, and some gold splotches on him.
