I disagree, his feet are the wrong color and he looks bigger than a bantam. He look like a game rooster and there are many breeding game lineages... Such as a Grey Bumblefoot . ( not thinking he is one though,, )

he is a DUBBED game bird with ruff feathering and his comb is the right type for his breed as it is not a pea comb but again is a dubbed comb which is required for showing some game breeds

According to the OP, it is a pea comb, not a dubbed comb. It is possible that it is a bad dubbing job I suppose. A real dubbing will leave no comb behind at all, not a large fleshy ridge well above the bird's eyes.
