Since your mom is already getting some Top Hat types I would suggest Silver Spitzhauben. They are a very gentle breed.

I found that my naked necks have been some of the friendliest birds I have ever raised.

My most gentle birds ever were bantam Cochins. Soft, beautiful birds that were quiet and the hen was never aggressive (the roo tried to attack me once, but after that I carried him around for 10 or so minutes a day and he calmed down). They would follow me around whether I had food or not and always liked to right by me when I cleaned under my rabbit hutches to get at the worms.

I have been wondering the same thing as we are entering our first season as chicken owners. In doing lots of research, I have found that Faverolles and Barnevelders seem to be great pet birds that are good layers.

Someone else on here shared this link with me http://www.ithaca.edu/staff/jhenderson/chooks/chooks.html and it does a superb job of describing laying, habits, personality, etc...of so many breeds.

I found that the Sea Bright chickens are extremely tame. As a matter of fact, when I'm out in the yard , half the time i am tripping on them because they are right under my feet all the time!

I have heard that Silkies, Cochins, Brahmas, and a lot of bantams are friendly. I have EEs that are friendly too.
