what can I do to keep a 90lb. dog away from my chicks?

My dog Rocky is the offender, don't feel bad if you didn't realize this. His prey drive is so strong that he's gotten in trouble with the sheriff for it before. He's always been chained, not tied but chained up in a backyard because he can snap a cable and chains smaller than a tow-grade chain in the blink of an eye. His aggression is deeply root from 8 1/2 years ago. He was chained up in his old backyard out in the middle of BFE and a stray came into the yard, well my now 14 year old stepson was 6 at the time and was playing with rocky, and went to go get a toy from a couple feet outside of his reach and a stray dog came and attacked Ryan right in front of the dog...anything that enters the backyard that isn't a person or one of the neighborhood cats dies. Beleive me, the neighbors have considered the was it the triple S method? He was just threatened by a neighbor last week. She was drunk so we didn't take it personally. An electric fence won't deter my old dog, Know that instead of pouring a concrete foundation (as we hope to move in the next 2 years) we'll bury cinderblocks 2 feet deep under the edges of the run. But, unfortunately that's my only plan....because the dog is so old, and stubborn he is very set in his ways this includes his animal aggression. It just breaks myh heart to see him chained up, but he seems to be happy. Hopefully when we move the dog won't be anywhere near the chickens and will have a fenced in yard. I just need to think of something sturdy enough just incase he gets loose.
