Older chicks (3-4 weeks) in more open brooders, chickens in outdoor runs and heavily ventilated coops can do well on cedar. I used to use it exclusively. Still do use it.
Infant chicks under high heat in an enclosed, low ventilation, space should not be on cedar.
Many avoid it totally for safety's sake. I don't. I've never had it kill one. But I don't use it with babies either.
