I will give you my thoughts . First off you have plenty of potting mix . Many plants never recover from being root bound . Tomatoes will if planted deep . The stem will send out new roots bypassing the root bound root ball . So I think potting up to larger pots at the same depth leaves the plants stunted a little . I once bought balsam impatiens and planted them . They stayed small at about 6 inches tall . Bloomed set seed and new plants sprouted from the seed . New plants got to the normal 18 to 24 inches in height .

Do you punch drain holes in bottom??? I assume that it would be a good IDEA. Another thought just crossed my mind. Take those cups, and cut off the bottom. Set them in a tray of peatmoss a few inches high. Fill cups with potting soil medium though. If roots would grow long, they would not get root-bound. I know many here practice using tissue rolls to start their plants, and EZ transplant to garden(Roll and all) Using bottomless solos would work similarly, but the cup would have to be cut and wasted once placed into garden hole. :thumbsup
JUST A THOUGHT. :)

problem I had with the tissue rolls is the plant getting rooted to the paper roll

I think that is why they say to plant tissue roll along with the plant.
The tissue roll is said to decompose naturally while the plant grows with its tender roots undisturbed.
I have heard it makes starting beans early possible.

I got some pictures today. Here are the planters my husband made. I hauled dirt and filled them yesterday, and planted our seedlings
