I know California is trying to do the same thing about selling eggs. They don't want to help anyone but if someone else does their job then it's a crime. No it's not. They might just see as he's taking money out of their pockets because he didn't get licensed.

Control and profit is all they want and, of course, to have you under their thumb.

So in Manchester N.H. if you and I gave a jarred or canned whatever to a neighbor or co-worker we’d be violating a law and required to have a license. This and Peanut the Squirrel are the exact examples of why faceless bureaucrats need to be put in their place. These sorts of things are totally insane, nothing more than mere power grabs and lording over others. I bet the bureau-rat involved in this would gladly take a free jar no questions asked. After all, what did Orwell write in Animal Farm? All animals are equal but some are more equal. And what animal pushed this narrative…..the pigs. Thats my non garden rant for the day.
