Breed? I've been successfully keeping groups of bantam roos for years. Barring a few, they can live in relative peace with one another. You can also break them away from the hens and when they just have one another as company they should get on fine.
I have tried the collars. I was not that pleased. At all. If you need your rooster to SHUT. UP. because your neighbors think any noise at all is an offense to their precious conceited eardrums, it just will not work. It will lower the volume... a little anyway.
