WHAT DO I FEED A BABY AT BIRTH?

I will say no. If she did not display enough motherly instinct to incubate the egg she definitely will not raise a squab.

Where she did not lay a second egg my guess is she is less than a year old and this was her first try at motherhood. She will get it right in another month or less.

In future you may just let nature take it's course you may be just setting yourself up for heartache with this project. Best of luck again and keep me posted no matter what happens it can be done but the odds are against you.

But
We have these doves for a long time and they would not breed this was her first egg and we didn't want a wasted one
She did lay a second egg but it broke and since she stop laying eggs
 
i do not see how you are going to hand feed a d. dove from day one just to small you know you have to hand feed it they are not like chicks

I was going to try to help you when I realized your posts about your baby dove to be were from April. I hope the baby made it through.
I came across a recipe for pigeon milk substitute that you might find helpful in the future.
Here it goes:

MacMilk: Crop Milk Replacer Recipe

1 jar (71 grams) strained chicken baby food
1 hard-boiled egg yolk (16.6 grams)
1 tablespoon low-fat yogurt (15.3 grams)
¼ teaspoon corn oil (1.13 grams)
247.6 mg calcium carbonate
2 drops cod-liver oil (from gel cap)
1 drop vitamin E (diluted 1:10 in corn oil; see notes)
1 small pinch vitamin B complex (see notes)
25 mg. Vitamin C (ascorbic acid)

For birds days 1 to 3, digestive enzymes (see notes)

Method: Mix all ingredients in a blender. Allow the digestive enzymes to work on the food for ½ hour before using at room temperature. Warm it to 'wrist' temperature before feeding.

Note: because the replacer offers more calories and is more bioavailable than other diets, you may require less than you are used to feeding. Weigh the bird, calculate its energy
requirements and feed accordingly.

yes i have and it looks pertty well deloped i can see a few veins around the air sack and the rest is just chick i havent herd any sqweeking yet either
